  On the 25th, an event releasing the achievements of IT development and the report on e‑government development during the 14th Five‑Year Plan period was held in Beijing. Relevant officials from the Cyberspace Administration of China noted that during the 14th Five‑Year Plan period, China achieved remarkable progress in IT development. New breakthroughs were made in cyber and information technology innovation, information infrastructure entered a new stage of leapfrog development, IT application capacity was significantly improved, and development shifted at an accelerated pace from breakthroughs in key areas to comprehensive empowerment across all sectors.

  Wen Ruisong, Director of the Informatization Development Bureau of the Cyberspace Administration of China, stated that China’s IT innovation capability had been notably strengthened over the past five years. He cited new advances in integrated circuits, artificial intelligence, basic software and other fields. Products equipped with the open‑source HarmonyOS operating system exceeded 1.19 billion units. Several products including Tongyi Qianwen and DeepSeek ranked among the world’s top performers, and more than 700 generative AI large models completed official registration. Embodied intelligence gradually moved toward industrial application, and intelligent agents accelerated innovative development.

It was introduced that forward‑looking deployment of cutting‑edge information technologies was also speeding up. Research and development as well as standard formulation of 6G technology advanced steadily. The first‑phase technical trials were completed, with more than 300 key technologies reserved.

“During the 14th Five‑Year Plan period, e‑government developed steadily. A unified national online government service platform was established. A total of 92.5% of provincial‑level administrative licensing items were processed online with the ‘at‑most‑one‑visit’ reform. More government services have shifted from being ‘available’ and ‘easy to access’ to being ‘efficiently completed,’” Wen Ruisong said.

  Latest data showed that during the 14th Five‑Year Plan period, China’s internet users increased from 989 million to 1.123 billion, and internet penetration rose from 70.4% to 79.7%. More than 60% of citizens possessed basic or higher digital literacy and skills. Information technology promoted the wider and more equitable access to quality resources in education, medical care, culture and other fields.

In terms of digital rural development, the gap in internet penetration between urban and rural areas narrowed by 8.2 percentage points compared with the end of the 13th Five‑Year Plan period. The informatization rate of agricultural production increased from 22.5% to over 30%. National rural online retail sales exceeded 2.5 trillion yuan, up 43% from the end of the 13th Five‑Year Plan. The telemedicine service network covered all cities and counties nationwide, and the urban‑rural digital divide was rapidly closing.

  The event also released the National E‑Government Development Report (2014–2024). It systematically summarized the achievements and experience of China’s e‑government development from 2014 to 2024, analyzed the current situation and challenges, put forward key tasks for the next stage, and built consensus and provided guidance for promoting the high‑quality development of national e‑government during the 15th Five‑Year Plan period.
